Roger Lallemand was born on January 17, 1932, and died on October 20, 2016.

He was a Walloon-Belgian lawyer and socialist politician.

Roger Lallemand graduated as a licentiate in Romance philology and obtained a doctorate in law at the Universite Libre de Bruxelles.

During 1958, Roger started his career as a lawyer at the bar in Brussels.

From 1979 until 1999, Roger Lallemand was the senator for the Parti Socialiste.

During 1988, Lallemand was President of the Belgian Senate from 10 March 1988 until 10 May 1988.

On 3 April 1990 the bill, which he submitted together with Lucienne Herman-Michielsens to legalize abortion under certain conditions, which was approved by the Belgian parliament.

That law modified Article 348.,350.,351 and 352 of the Belgian penal code (title VII, chapter I) and raised Article 353.

As from 1999 he is honorary President of the senate and in 2002, Roger Lallemand was appointed as a Minister of State.

Roger Lallemand passed away at 94 years old.
