James C. Russell, Sr./ Jay Russell was born on November 4, 1928, in St. Louis and died on February 24, 2016.
He was an American politician.
He served in the Missouri House of Representatives.
He attended the University of Missouri in Columbia
James was a veteran of the United States Marine Corps, he owned BJ’s Bar and Restaurant in Florissant in St. Louis County.
James C. Russell was the former Delphia Mann in Pine Lawn, also in St. Louis County, on June 11, 1955.
There were only two surviving children, including James Russell, Jr.
In 1962, James C. Russell was elected to the Missouri House
During different times because of redistricting, he represented Districts 1, 25, 58, and 75.
James served as a Democrat until the year 1988.
Russell was diagnosed with skin cancer six months before his death.
James C. Russell passed away at 87 yrs old.
